Freezing rows in Excel keeps them visible while scrolling through the rest of the worksheet.
Steps to freeze the top 2 rows

Select the row immediately below the rows you want to freeze.

For freezing the top 2 rows, click on row 3.

Go to the View tab on the Excel ribbon.

Click on Freeze Panes in the Window group.

Choose Freeze Panes from the dropdown menu.
This action locks the first two rows. They remain visible while scrolling down through the worksheet.

On Mac, the steps are the same: select row 3, go to Window → Freeze Panes → Freeze Panes.

To unfreeze, go to View → Freeze Panes → Unfreeze Panes.
Example
If you have a table with headers in row 1 and a summary row in row 2, freezing these two rows allows you to scroll through data without losing sight of the headers and summary.
